Verification
Documents checked, references called, one visit to a current site. Two weeks. The AED 6,000 fee is invoiced on approval.
Tenders
You receive BOQs that match your work and capacity. Price them or pass. Three to five bidders per tender, never more.
On site
Weekly submissions through the contractor portal: progress claim with photos, application, programme, procurement log, variation requests. Vakeel's position comes back with the reason.

What does it cost to be on the panel?
A flat AED 6,000 a year for verification and listing. There is no commission or fee on any award, purchase or variation, and there never will be.
What do you verify?
Trade licence and activities, Dubai Municipality contractor registration, contractor's all-risks and public liability insurance, three references from completed projects, and a visit to a current job.
How do tenders work?
You receive one BOQ with drawings and specifications, the same as every other bidder. You price it. Vakeel compares line by line and recommends to the owner. You never see other bidders' prices and they never see yours.
How are payments handled on a Vakeel project?
Against a milestone schedule in the owner-side contract. You submit an application with photographs; Vakeel verifies on site and gives the owner a release-or-hold position with reasons. Verified work is paid promptly; that is the point.
